IGF 코드 적용선 훈련의 기초·고급 두 단계와 가스선 자격으로 갈음하는 조건(STCW 규칙 V/3)

LNG나 그 밖의 저인화점 연료를 쓰는 배는 SOLAS의 IGF 코드를 적용받습니다. 그 배에 타는 선원의 훈련은 STCW 규칙 V/3가 정합니다. 탱커 훈련처럼 기초와 고급 두 단계이지만, 각 단계를 부르는 기준이 다릅니다. 선종이 아니라 연료에 대한 안전 임무와 책임입니다.

이 규칙에는 또 하나의 축이 있습니다. 액화가스운반선에서 받은 자격을 IGF 자격으로 갈음하는 조건입니다. 갈음 조건을 넓게 읽으면 벙커링 경험이 없는 사람이 고급 증서 없이 연료 책임을 맡게 되고, 좁게 읽으면 이미 충족한 사람에게 과정을 다시 요구하게 됩니다.

규칙 V/3는 2015년 6월에 채택된 MSC.396(95)가 새로 넣었고, 코드 A-V/3는 같은 날 MSC.397(95)가 추가했습니다. 두 결의는 2017년 1월 1일에 발효했습니다.

적용 대상은 IGF 코드 적용선에 근무하는 모든 사람이고 친숙화가 먼저입니다

2 Prior to being assigned shipboard duties on board ships subject to the IGF Code, seafarers shall have completed the training required by paragraphs 4 to 9 below in accordance with their capacity, duties and responsibilities.

적용 범위는 선종이 아니라 ships subject to the IGF Code입니다. 배가 IGF 코드 적용선인지가 먼저이고, 그 배에서 무엇을 맡는지가 다음입니다. 제2항은 시점을 정합니다. 제4항부터 제9항까지의 훈련은 선내 임무를 배정받기 전에 끝나 있어야 합니다.

3 All seafarers serving on board ships subject to the IGF Code shall, prior to being assigned shipboard duties, receive appropriate ship and equipment specific familiarization as specified in regulation I/14, paragraph 1.5.

제3항은 증서와 별개로 모든 선원에게 걸립니다. 그 배와 그 설비에 맞는 친숙화입니다. 근거는 회사의 책임을 정한 규칙 I/14 제1.5항입니다. 증서가 있는 사람도 배를 옮기면 이 친숙화를 다시 받습니다.

기초 증서는 연료에 대한 지정된 안전 임무가 부릅니다

4 Seafarers responsible for designated safety duties associated with the care, use or in emergency response to the fuel on board ships subject to the IGF Code shall hold a certificate in basic training for service on ships subject to the IGF Code.

5 Every candidate for a certificate in basic training for service on ships subject to the IGF Code shall have completed basic training in accordance with provisions of section A-V/3, paragraph 1 of the STCW Code.

기초 증서의 대상은 designated safety duties를 맡은 선원입니다. 연료의 관리, 사용, 비상 대응과 관련된 안전 임무입니다. 직급이 아니라 지정입니다. 그래서 같은 직급이 배에 따라 갈립니다. 연료 관련 안전 임무를 지정받지 않은 사람에게 제4항은 증서를 요구하지 않습니다.

취득 경로는 하나입니다. A-V/3 제1항에 따른 기초 훈련입니다. 탱커 기초 증서와 달리 승선경력이 과정을 대신하는 갈래가 없습니다. 대신 제6항의 갈음이 있는데, 아래에서 따로 봅니다.

고급 증서는 선장·기관사관·연료 책임자에게 필요하고 벙커링 3회를 요구합니다

7 Masters, engineer officers and all personnel with immediate responsibility for the care and use of fuels and fuel systems on ships subject to the IGF Code shall hold a certificate in advanced training for service on ships subject to the IGF Code.

고급 증서는 세 묶음을 부릅니다. 선장, 기관사관, 그리고 연료와 연료 계통의 관리·사용에 즉시 책임을 지는 모든 인원입니다. engineer officers는 기관장과 1등기관사만이 아니라 기관사관 전체입니다. 탱커 고급 증서가 직책 넷을 이름으로 불렀다면, 여기서는 기관부 사관 전원이 이름으로 걸립니다.

8 Every candidate for a certificate in advanced training for service on ships subject to the IGF Code shall, while holding the Certificate of Proficiency described in paragraph 4, have: .1 completed approved advanced training for service on ships subject to the IGF Code and meet the standard of competence as specified in section A-V/3, paragraph 2 of the STCW Code; and .2 completed at least one month of approved seagoing service that includes a minimum of three bunkering operations on board ships subject to the IGF Code. Two of the three bunkering operations may be replaced by approved simulator training on bunkering operations as part of the training in paragraph 8.1 above.

고급 증서의 요건은 세 조각입니다. 첫째는 제4항의 기초 자격증서를 가진 상태일 것입니다. while holding이라 기초 증서가 먼저 있어야 그 뒤의 경력이 셈에 들어갑니다. 둘째는 승인된 고급 훈련과 A-V/3 제2항의 능력 기준입니다. 셋째는 1개월 이상의 승인된 승선경력이고, 그 안에 벙커링 작업 3회가 들어 있어야 합니다.

벙커링 3회 가운데 2회는 승인된 시뮬레이터 훈련으로 대체할 수 있습니다. 조건이 붙습니다. 제8.1항의 고급 훈련의 일부로 받은 시뮬레이터 훈련이어야 합니다. 따로 받은 시뮬레이터 과정은 이 문장에 들어가지 않습니다. 실제 벙커링 1회는 어느 경우에도 남습니다.

액화가스운반선 자격은 조건을 갖출 때만 IGF 자격으로 갈음됩니다

6 Seafarers responsible for designated safety duties associated with the care, use or in emergency response to the fuel on board ships subject to the IGF Code who have been qualified and certified according to regulation V/1-2, paragraphs 2 and 5, or regulation V/1-2, paragraphs 4 and 5 on liquefied gas tankers, are to be considered as having met the requirements specified in section A-V/3, paragraph 1 for basic training for service on ships subject to the IGF Code.

기초 단계의 갈음은 단순합니다. 액화가스운반선의 기초 또는 고급 자격을 규칙 V/1-2에 따라 갖추고 증서까지 받은 사람은, A-V/3 제1항의 기초 훈련 요건을 충족한 것으로 봅니다. 자격과 증서가 함께 있어야 합니다. qualified and certified입니다.

9 Masters, engineer officers and any person with immediate responsibility for the care and use of fuels on ships subject to the IGF Code who have been qualified and certified according to the standards of competence specified in section A–V/1-2, paragraph 2 for service on liquefied gas tankers are to be considered as having met the requirements specified in section A-V/3, paragraph 2 for advanced training for ships subject to the IGF Code, provided they have also: .1 met the requirements of paragraph 6; and .2 met the bunkering requirements of paragraph 8.2 or have participated in conducting three cargo operations on board the liquefied gas tanker; and .3 have completed sea going service of three months in the previous five years on board: .1 ships subject to the IGF Code; .2 tankers carrying as cargo, fuels covered by the IGF Code; or .3 ships using gases or low flashpoint fuel as fuel.

고급 단계의 갈음은 조건이 셋 더 붙습니다. 액화가스운반선 고급 자격만으로는 부족합니다.

둘째 조건은 선택입니다. 벙커링 3회 대신 액화가스운반선의 화물 작업 3회로 채울 수 있습니다. 셋째 조건은 선택이 아닙니다. 세 선종 중 하나에서 지난 5년 안에 3개월을 탔어야 합니다. 가스선 경력이 오래됐으면 고급 갈음은 닫힙니다.

A-V/3 제1항과 제2항은 이 갈음을 코드 쪽에서 받습니다. 각 항의 .2가 규칙 V/3 제6항과 제9항에 따른 액화가스운반선 훈련·증서를 과정 이수의 대안으로 둡니다.

증서는 자격증서로 나오고 갱신은 규칙 I/11 바깥에서 돕니다

11 Administrations shall ensure that a Certificate of Proficiency is issued to seafarers, who are qualified in accordance with paragraphs 4 or 7, as appropriate.

12 Seafarers holding Certificates of Proficiency in accordance with paragraph 4 or 7 above shall, at intervals not exceeding five years, undertake appropriate refresher training or be required to provide evidence of having achieved the required standard of competence within the previous five years.

증서 형태는 Certificate of Proficiency입니다. 탱커 증서처럼 기존 증서에 배서하는 선택지는 이 조문에 없습니다. 갱신은 5년을 넘기지 않는 간격으로 재교육을 받거나 능력 기준을 달성한 증거를 내는 방식입니다.

같은 결의가 규칙 I/11 제1항도 고쳤습니다.

1 Every master, officer and radio operator holding a certificate issued or recognized under any chapter of the Convention other than regulation V/3 or chapter VI, who is serving at sea or intends to return to sea after a period ashore, shall, in order to continue to qualify for seagoing service, be required, at intervals not exceeding five years, to:

other than regulation V/3 or chapter VI가 새로 들어간 말입니다. 규칙 V/3의 증서는 I/11의 재검증 틀 밖에 있습니다. 건강 기준과 승무경력으로 재검증하는 것이 아니라, 제12항의 재교육이나 능력 증거로 유지합니다. 해기면허의 재검증 날짜와 IGF 자격증서의 갱신 날짜는 따로 셉니다.

발효 전 근무자와 500톤 미만 선박에는 별도 조항이 있습니다

10 Every Party shall compare the standards of competence which it required of persons serving on gas-fuelled ships before 1 January 2017 with the standards of competence in Section A-V/3 of the STCW Code, and shall determine the need, if any, for requiring these personnel to update their qualifications.

발효일인 2017년 1월 1일 이전부터 가스연료선에서 근무한 사람은 자동으로 자격을 인정받지 않습니다. 당사국이 그때 요구하던 능력 기준을 A-V/3와 비교해 보완이 필요한지 판단합니다. 어떤 결과가 나올지는 당사국마다 다릅니다.

3 The Administration may, in respect of ships of less than 500 gross tonnage, except for passenger ships, if it considers that a ship’s size and the length or character of its voyage are such as to render the application of the full requirements of this section unreasonable or impracticable, exempt the seafarers on such a ship or class of ships from some of the requirements, bearing in mind the safety of people on board, the ship and property and the protection of the marine environment.

A-V/3 제3항의 면제는 좁습니다. 총톤수 500톤 미만이어야 하고, 여객선은 빠집니다. 주관청이 선박의 크기와 항해의 길이·성격을 보고 전부 적용이 불합리하다고 판단할 때만 일부 요건을 면제합니다. 면제의 범위는 some of the requirements이고 전부가 아닙니다.
