液货船货物操作培训的基本与高级之分（STCW规则V/1-1·V/1-2）

假设一名在化学品船上干了3年的二副，转到LPG船上当大副。这个人懂货物作业，但在新船上坐的是对 货物负直接责任的位子。问题是手上现有的证书够不够站到那个位子上。

STCW规则V/1-1和规则V/1-2回答这个问题。两条条文造出五种证书，分开这五种的轴有两条。基本与 高级是一条，油船一系与气体船一系是另一条。

怎么跨过这两条轴，条文里也写着。经认可的海上服务资历在一个地方能顶替课程，在另一个地方只能 叠在课程上面。这个差别决定了上面那个问题的答案。

叫来基本证书的是分派的货物职责，不是职务

1 Officers and ratings assigned specific duties and responsibilities related to cargo or cargo equipment on oil or chemical tankers shall hold a certificate in basic training for oil and chemical tanker cargo operations.

Officers and ratings并列摆着。条文不按职务分。开门的是分派：有没有拿到与货物或者货物设备 有关的具体职责和责任。

所以同一个职务，换条船就不一样。没有分到货物职责的人，这条条文不向他要证书；普通船员只要拿 到操作货物设备的职责，就需要基本证书。

证书的名字也值得看一眼。 basic training for oil and chemical tanker cargo operations，油船和化学品船装在一个名字 里面。在基本这一层，这两种船不分家。

基本这一层，海上服务资历可以顶替课程

2 Every candidate for a certificate in basic training for oil and chemical tanker cargo operations shall have completed basic training in accordance with provisions of section A-VI/1 of the STCW Code and shall have completed: .1 at least three months of approved seagoing service on oil or chemical tankers and meet the standard of competence specified in section A-V/1-1, paragraph 1 of the STCW Code; or .2 an approved basic training for oil and chemical tanker cargo operations and meet the standard of competence specified in section A-V/1-1, paragraph 1 of the STCW Code.

前面挂着一个条件：要先完成A-VI/1规定的基本安全培训。不完成这一项，后面那两条路都打不开。

两条路互相顶替。一条是经认可的海上服务资历3个月以上，另一条是完成经认可的基本课程。不管走 哪条，都要满足A-V/1-1第1款能力标准这一要求，它原封不动挂在那里。资历顶替的是课程，不是能力 标准。

资历那一条里写的船型是oil or chemical tankers。在化学品船上攒的3个月，同样算进覆盖油船的 那张基本证书。这跟基本层里两种船共用一张证书是同一个道理。

要求高级的是四个职务和对货物负直接责任的人

3 Masters, chief engineer officers, chief mates, second engineer officers and any person with immediate responsibility for loading, discharging, care in transit, handling of cargo, tank cleaning or other cargo-related operations on oil tankers shall hold a certificate in advanced training for oil tanker cargo operations.

前半段是四个职务：船长、轮机长、大副、大管轮。这四个是按名字抓的，跟有没有给他们分派货物 职责无关。

后半段不是职务，是责任。any person with immediate responsibility挂在装货、卸货、运输途中的 照管、货物操作、洗舱以及其他与货物有关的作业上。有这一句在，就不能只看职务表来挑高级培训的 对象。得先定下那条船上谁对货物作业负直接责任。

化学品船由第5款、液化气船由规则V/1-2第3款写同样的句子。四个职务和那句责任的话原样重复，变的 只有船型和证书名称。

高级这一层，资历顶不了课程，只能叠在课程上面

4 Every candidate for a certificate in advanced training for oil tanker cargo operations shall: .1 meet the requirements for certification in basic training for oil and chemical tanker cargo operations; and .2 while qualified for certification in basic training for oil and chemical tanker cargo operations, have: .2.1 at least three months of approved seagoing service on oil tankers, or .2.2 at least one month of approved onboard training on oil tankers, in a supernumerary capacity, which includes at least three loading and three unloading operations and is documented in an approved training record book taking into account guidance in section B-V/1; and .3 have completed approved advanced training for oil tanker cargo operations and meet the standard of competence specified in section A-V/1-1, paragraph 2 of the STCW Code.

三块都得有。第一块是满足基本证书的要求。第二块是海上服务资历或者船上培训。第三块是完成经 认可的高级课程并满足A-V/1-1第2款的能力标准。

基本层里资历顶替课程的那套结构，到这里没有了。高级课程的修习单独放在第三块，资历单独要在 第二块。攒够了资历也跳不过课程。

第二块前面还挂着一个条件。 while qualified for certification in basic training，也就是说，这段资历要在已经具备基本 资格的状态下攒。拿到基本证书之前在同一条船上的那段时间，不算进来。次序是要求的一部分。

下面那条路期间短，条件却密。它不是那种先把时间凑够、记录以后再补的结构。

资历的船型也收窄了。基本层是油船和化学品船都算，高级油船写的是on oil tankers。化学品船的 资历填不满高级油船的要求。

油船一系和气体船一系互不承认对方的证书

1 Officers and ratings assigned specific duties and responsibilities related to cargo or cargo equipment on liquefied gas tankers shall hold a certificate in basic training for liquefied gas tanker cargo operations.

规则V/1-2第1款用的结构和规则V/1-1第1款一样，但证书名称不同。液化气船有自己单独的基本证书， 把油船和化学品船捆在一个名字里的那张基本证书，到不了这里。能力标准指向的也是另外一节。

开头那名二副，正好撞在这张表上。在化学品船上攒的3年，算不进液化气船基本证书的资历要求。而 大副这个位子，是规则V/1-2第3款按名字点到的位子，所以还要高级证书。

签发的形式有两种。

7 Administrations shall ensure that a certificate of proficiency is issued to seafarers, who are qualified in accordance with paragraphs 2, 4 or 6 as appropriate, or that an existing certificate of competency or certificate of proficiency is duly endorsed.

要么单独出一份certificate of proficiency，要么在已经持有的适任证书或熟练证书上加签证。规则 V/1-2第5款对液化气船写了同样的句子。不管以哪种形式出来，背后的要求都没有变。

需要确认的事

上面的引文取自STCW/CONF.2/33的规则V/1-1和规则V/1-2。条文定到的是证书的种类、叫来这些证书的 位子，以及最短的期间。

什么算经认可的海上服务资历、课程由谁认可、培训记录簿是什么格式，都由主管机关来定。是单独出 证书还是在已有证书上加签证，同样如此。B-V/1是导则，不是强制性规定。

能力标准本身不在上面的引文里。A-V/1-1和A-V/1-2各款要求哪些项目、要求到什么水准，要到那一节 的表里去看。
